Councillor Richard Holloway
Cllr Richard Holloway has been your Bayswater Councillor since 2014.
Richard is committed to keeping residents informed about what’s happening locally and maintaining Bayswater as a great place to live and work. Richard believes that you know how best to spend your money, that’s why he’s fully behind maintaining Westminster’s lowest council tax in the country, while innovating with a voluntary contribution for those that can afford to support their neighbours.
Formerly an internal engagement manager for the retail department store John Lewis, Richard now works for a telecommunications company in employee engagement.
Emily Payne
Emily Payne has spent most of her life living in Bayswater. She is a local school governor and works as a project manager for a multinational. Having grown up in Bayswater she feels strongly about preserving what is great about Bayswater whilst encouraging regeneration on Westbourne Grove.
Richard Elcho
Richard Elcho has lived in Bayswater for nearly thirty years. As a result, he knows the area very well, is deeply attached to it, and is keen to protect its heritage.
Richard works as a lawyer in the Employment Tribunal where he helps workers to enforce their rights. He is keen to advocate on behalf of the residents of Bayswater, and to make sure that the ward continues to be safe and clean.

Special attention for Bayswater fly-tipping hotspots after your Councillors intervene
We recently appealed to the Council to do more to prevent fly tippers piling rubbish around the bins on Porchester Terrace North and Artesian Road. As a result, a Street Waste Action Team (SWAT!) has been allocated to monitor these locations and will take a proactive approach to finding out who is regularly dumping rubbish illegally in our community.

Councillors raise Orsett Terrace speeding issues
A number of residents have contacted us about the high speeds of vehicles on Orsett Terrace and the lack of a proper crossing at the junction to Westbourne Terrace. We’ve spoken to officers who have told us that no incidents have been reported at this junction in over three years and as a result it is not a priority for a formal crossing point at this time
We are pushing for the whole of Orsett Terrace to be 20mph, as well as the run up to the A40 along Gloucester Terrace, as drivers frequently accelerate along this road as they prepare to join the A40. Food delivery app clampdown by Westminster Conservatives
Westminster Conservatives will force restaurants to seek planning permission if they heavily use food delivery apps.
Businesses will face formal enforcement if their deliveries reach too high a volume and disturb local residents.
Councillor Richard Holloway said: “Many residents enjoy having the extra convenience of these delivery services, but there is a direct impact on those living close to the restaurants. We want to help businesses thrive, but it cannot be at the expense of local residents' quality of life.”
After pressure from your local councillors the council recently ordered a Nando's outlet to stop deliveries through the apps after it received more than 25 complaints about noise and congestion.
Residents told us about the large numbers of delivery mopeds parked outside the chicken chain's Westbourne Grove address, over several weeks. The delivery vehicles caused noise and congestion in the busy residential area of Lancaster Gate and Bayswater.
Christmas Tree on Queensway
Your Bayswater and Lancaster Gate Councillors joined Maureen Lipman, star of stage and screen, to switch on the Queensway Christmas Tree lights last week.
The event was kicked off by the children from Hallfield School singing carols and with mulled wine, sausages and mince pies provided by residents' group SEBRA and local businesses.
The tree was paid for by contributions from the Lancaster Gate and Bayswater Ward Budgets to give Queensway a festive boost.
We hope it fills you all with Christmas cheer as you pass by.
Queensway improvements underway
The first phase of exciting plans to upgrade Queensway has begun in earnest with enabling works starting on site as part of plans to widen the pavement in the middle section of the street.
Queensway is our local high street and that is why we are committed to building a better and more vibrant place, with the services and amenities that residents want in a much-improved environment. The project will eventually deliver wide-ranging improvements to the whole of Queensway and the surrounding area. Wherever possible, work will be undertaken in phases to minimise disruption and to coincide with on-going developments.
Further details will be released in the coming weeks and we will keep local residents and businesses fully up to date on a regular basis.
Oxford Street Consultation extended to 3rd January 2018
With Christmas imminent and residents concerned that the closing date for the consultation of the 17th December is fast coming upon us, we are pleased to let you know that your Councillors have managed to get an extension to the consultation until Wednesday 3rd January.
The current consultation, which began on 6th November, is seeking views on a detailed joint proposal brought forward by the Mayor of London, Westminster City Council and Transport for London with the overall vision to create the best outdoor shopping experience in the world and an unrivalled place to live, work and visit.
Lots of information's been made available to the public about our plans and we want to give everyone, particularly those who will be directly affected, the greatest opportunity to consider the detailed proposals and submit their views as we want to hear from as many people as possible.
This news about getting agreement to extend the Consultation shows how we are working closely with our partners at Transport for London and the Mayor as everyone wants to ensure we have a scheme that will truly transform Oxford Street and the wider district for the better.
We are told that no final decisions will be made until we have considered every response we receive as part of the consultation. We would encourage everyone concerned to have their say.
